Job Description:
Dobbs Defense Solutions is seeking a mid-level Contract Administrator to support our federal contracting operations and business development efforts. The ideal candidate will have a strong foundation in contract administration across multiple contract types, experience with federal acquisition processes, and the ability to respond to IDIQs, RFPs, RFIs, and other solicitations. This role requires familiarity with GSA MAS, OASIS+, GovWin, and other well-known contract portals, as well as the flexibility to work both independently and collaboratively in a hybrid HUBZone environment.

Duties:   
  • Conducting and facilitating status and planning meetings. 
  • Working with clients to create, review, and adjudicate Program Increment planning. 
  • Working with scrum teams to execute all objectives and epics in the Program Increment. 
  • Developing detailed documentation of client needs.
  • Leading and facilitating grooming session with clients to gather, analyze, and decompose both functional and non-functional requirements. 
  • Using Atlassian Confluence and Jira. Maintaining a Kanban board. 
  • Creating detailed user stories, including acceptance criteria, mockups (if required), and any additional information to assist development. 
  • When scope changes occur mid-sprint or during a release cycle, working with Project Managers on adjustments and message to the clients. 
  • Interacting with Office of Information Technology (OIT) PMs and their customers. 
  • Developing and delivering business processes for requirements. 
  • Writing JQL queries in Jira. 
  • Performing requirements analysis to determine feasibility and to decompose requirements to concise and testable user stories. 
  • Developing and adhering to Definition-of-Ready and Definition-of-Done established by the team.
Qualifications:
Required Education and Experience:
  • Bachelor's and five (5) years or more experience; Master's and three (3) years or more experience; PhD and 0 years related experience.
  • US Citizenship is required and ability to obtain a Customs and Border Protection Public Trust. 
  • Business analyst with a minimum of 5 years of experience facilitating meetings with stakeholders to develop business and technical requirements. 
  • Ability to co-lead a technical development team of 6-10 team members. 
  • Experience in leading and facilitating scrum ceremonies. 
  • Experience with SAFe and Program Increment planning and execution. 
  • Strong time management to ensure meetings are done efficiently and within time box. 
  • Must be resourceful in removing team roadblocks. 
  • Certified Scrum Master (CSM) certification, Certified Scrum Product Owner (CSPO), or Project Management Professional (PMP) is a plus. 
  • Experience defining software requirements for complex products using the Agile software delivery methodology. 
  • Ability to understand complex technical concepts and present them in simple terms to non-technical team members and clients. 
  • Candidate must be willing to work collaboratively in a team environment and manage multiple assignments. Must actively support, enforce, and contribute to the Agile practices adopted by the development team. 
  • Must have experience with enterprise web applications for the Federal government. 
  • Experience with 508 compliance. 
  • May provide end-user support to the field. 
Required Clearance: 
Public Trust or the ability to obtain one.   

Working Environment:
Hybrid - Must be onsite in Ashburn two days a week.
